Transport & Green Mobility
The transport sector is a critical source of PM2.5 in urban areas of Uttar Pradesh. UPCAMPA combines electric vehicle deployment with heavy-duty vehicle scrapping and workforce development to create a lasting, clean mobility transformation across four major cities — Lucknow, Kanpur, Varanasi, and Gorakhpur.
Through a combination of electric public transit, last-mile e-mobility, and incentivized scrapping of high-polluting vehicles, the program addresses both immediate and systemic sources of vehicular emissions while creating green jobs and supporting inclusive economic growth.
Electric Bus Deployment
Electric buses will be deployed across Lucknow, Kanpur, Varanasi, and Gorakhpur, aligned with India's PM e-Bus Sewa scheme. Each city is selected based on transit potential, pollution levels, and commuter traffic density. The program covers procurement, charging infrastructure development, depot facilities, and comprehensive training for drivers and technicians.
500 electric buses will displace approximately 2,500 diesel buses from circulation, eliminating ~125,000 tons of CO2 annually and improving urban air quality significantly. The program creates a complete ecosystem for electric public transit including subsidies for manufacturers, charging networks, and operational support.
E-Three-Wheeler Program
Auto-rickshaws are the primary last-mile transport mode in UP cities, with over 500,000 units currently on roads. Converting 15,000 to electric represents a major air quality intervention that also transforms livelihoods for driver families.
The program provides subsidy support to bridge the price gap, strategic charging station deployment at transport hubs, comprehensive driver training on vehicle operation and maintenance, and financing partnerships with banks and NBFCs for affordable vehicle loans.
BS III/IV Vehicle Scrapping
Vehicles meeting BS III and BS IV emission standards are phased out through incentivized scrapping programs. These older vehicles are 50-100x more polluting than modern standards, making their removal an immediate air quality win.
Vehicle owners receive cash incentives, tax benefits at authorized scrapping centers, and support for transitioning to public or shared transport. Registered scrapping centers support the circular economy through metal recycling industries.
Green Workforce & Female Drivers
The transport program prioritizes job creation and skills development, targeting women for driver and technician roles. Training programs cover bus and auto-rickshaw driving, certification for electric vehicle technicians, safe working conditions, wage parity, and career advancement pathways — building an inclusive green economy.
