Industrial emissions — particularly from brick kilns, small boiler units, and MSME clusters — are significant contributors to PM2.5 in Uttar Pradesh. UPCAMPA targets these sources through technology modernization, shared infrastructure, and cluster-based emission management approaches.

The program balances environmental imperatives with economic realities, ensuring that clean technology transitions are financially viable for small enterprises and do not disrupt livelihoods in industrial communities.

Brick Kiln Modernization

Uttar Pradesh has thousands of traditional Fixed Chimney Bull Trench (FCBT) brick kilns that emit high levels of PM2.5, SO2, and black carbon. The program transitions these to cleaner zigzag or induced draught technologies that reduce emissions by 60-80%.

Financial support, technical assistance, and regulatory enforcement work together to accelerate modernization while protecting kiln workers' livelihoods and ensuring continued brick supply for construction.

Common Boiler Facilities

Small industrial units often run inefficient individual boilers. UPCAMPA promotes Common Boiler Facilities (CBFs) that provide centralized, cleaner steam generation for MSME clusters — reducing per-unit emissions while improving energy efficiency.

CBFs use modern emission control technologies, proper fuel management, and continuous monitoring systems. This shared approach makes clean technology economically viable for small enterprises that couldn't afford individual upgrades.

Cluster-Based Clean Air Plans

Industrial clusters — concentrations of similar MSMEs in specific geographies — are addressed through customized clean air plans that consider the unique emission profiles, technology options, and economic constraints of each cluster.

Plans include emission inventories, technology roadmaps, financing arrangements, compliance schedules, and monitoring frameworks. This cluster approach ensures targeted interventions that are both effective and economically sustainable.
